He's the test subject of Count Saint-Germain and Enenra, who hope to use him as a vessel to create the Ultimate Yokai. He was given the power of the Fairy-Tale Card.
In Dandadan, he serves as a minor antagonist during the Kozuka Knives Arc.

He is a man with short, dark hair, featureless eyes and dark lips. Two noticeable lines can be seen stretching from the top of his forehead to his chin. He is seen dressed in a long, dark overcoat over a collared shirt, complemented by a dark tie, pants, and shoes. Additionally, he carried a briefcase, which he used to assault Adachi.
Personality[]
As the only agent closest to Count Saint-Germain and Enenra he has shown firm resolve and is not afraid to initiate physical contact in order to obtain what he wants. He's also very attentive and careful, as when he noticed that the yokai's power couldn't break into Vega's mind, he quickly took over Adachi instead and fled the scene, making sure to leave as few traces as possible.

The man has been chosen by Count Saint-Germain to fabricate the Ultimate Yokai. He was given the power of the Fairy-Tale Card to aid Enenra in his scheme to hand out kozuka knives to humans in order to gain information about the development of yokai powers and the suitability of certain individuals. Presumably, he's the person who all the agents approach when they need to deposit a black kozuka knife containing a stolen power, acting as the intermediary between the henchmen and Enenra.

Adachi meeting up with the agent at the rendezvous point.
After Adachi managed to steal Murakami's powers, she contacted the orchestrator Enenra who decided on a rendezvous point where the agent and the woman could meet. Upon seeing the eerie man under the overpass, Adachi was then called by Enenra from an unknown number. Her excitement was cut short when the voice questioned why she had attacked Murakami, another agent, without being ordered to. The mastermind eventually told her that she was fired and asked to return both the stolen powers and hers to the agent in front of her.

She begged not to as she needed money to take care of her mother, but the agent lunged at her, throwing her to the ground and interrupting their conversation. The man forces her to relinquish her power as she keeps pummeling her with his briefcase. At that moment, Vega intervenes, kicking the man away from Adachi, calls for reinforcements, and confronts him. The agent attempts to exert the Fairy-Tale Card's mind control over Vega, only to discover that it has no effect on the officer, much to their frustration. They then redirect their control to Adachi, having her attack Vega as a diversion for their escape.

The primary advantage of this ability lies in the man's capacity to manipulate his victims' bodies involuntarily, which has the effect of compelling them to confront their deepest traumas in a bid to shatter their mental resilience. Presumably, he is also able to use this power's additional effect of unlocking the victim's full potential; however, this comes at a grave cost, as the victim may ultimately perish due to the continuous strain on their body. Furthermore, there is no restriction on the number of individuals the man can control simultaneously. The effectiveness of the Fairy-Tale Card relies on its targets establishing eye contact; if the individual closes their eyes, they will not be influenced. Furthermore, the power does not affect yokai. Interestingly, Masamichi Vega is the sole individual known to be immune to the mind control. | ||

The man used the Fairy-Tale Card's power to take control of Vega after he appeared to help Adachi, only to fail after the officer revealed his immunity. This then led to him redirecting his efforts towards controlling Adachi and inciting her to attack Vega, thereby creating a diversion for him to escape. | ||
